This is a nice grassy area right on the Thames by the Houses of Parliament and Westminster Abbey. There are many benches overlooking the Thames and the whole Gardens are a lovely quiet place to sit away from the hustle and bustle nearby and have a coffee or lunch. I would imagine in the summer many people sit on the lawns, which have a wonderful view of the Houses of Parliament and make a good photo opportunity!
There is a lovely playground at one end, which my children would have loved when they were little. Near this are toilets - I wouldn’t guarantee them being open all day as when I arrived about 10.30 they were still locked, but I noted that they were open by lunchtime. There is also a little kiosk which was closed on the December Friday I visited, but which no doubt does a roaring trade in the summer.
The interesting monument in the centre is currently closed off for refurbishment, but you can peer through the hoardings at it. Notably there are also statues of Emmeline Pankhurst and Rodin’s Burghers of Calais.

The Victoria Tower Gardens is probably one of the most underrated of the London parks. I believe it is the only one that borders the Thames and is a beautiful green space in an otherwise built up area. But it's real draw is it's iconic view of the Houses of Parliament across the river.
Hopefully, the park will remain a beautiful green space for visitors, and those wishing to take in that view, and not ripped up to create the proposed Holocaust memorial and visitor centre.

I didn’t even know this royal park was here. Only walking round the outside of Houses of Parliament did we come across it. The statue of Emilee Pankhurst is here too

It is unlikely this park will appear on many Top 50 Things to Do in London lists, but that’s a big part of what makes it so appealing. It is a quiet oasis in an otherwise noisy and crowded center of one of the largest cities in the world. If you want a break or you want to see lesser-known views, this park is well worth a visit. What’s more is the walk from Elizabeth Tower - where you’re going to be anyway - is less than five minutes.

Pleasant enough but not really worth a special visit. You get good views across the Thames to St Thomas’ Hospital. There is also an opportunity to gaze into the Houses of Parliament site but it is unrewarding. Visit just as part of your trip to Westminster.

Somehow I've never seen this little place, tucked between the river and Parliament. Its a wonderful little garden with nice views. It was surprisingly quiet when I was there, I imagine it must usually be quite crowded.

Sitting on the banks of the Thames and just beside the Houses of Parliament these gardens have a nice calm area to relax with some monuments and statutes.

Victoria Tower Gardens is a tranquil mainly grassy enclosure between the Palace of Westminster, Millbank and Lambeth Bridge. It varies the adjective ‘south’ presumably to mark its location south of the Houses of Parliament rather than to distinguish it from any section following a different point of the compass because no such section exists. Lambeth Bridge itself divides the main section of the gardens from a slither petering out at the point Millbank joins the riverbank. It if only the main section which contains a children’s playground, a Victorian water fountain commemorating the work of an anti-slavery MP and campaigner, a cast of Rodin’s Burghers of Calais now atop a new concrete plinth and a bronze statue of Emmeline Pankhurst.

Victoria Tower Gardens is a small pocket of green space in the heart of Westminster, between the Houses of Parliament, the River Thames, Millbank and Lambeth Bridge.
It’s more a green open space than a garden, and I think the best things about it are the lovely views it affords of the mellow Victoria Tower (the south-western corner of the Palace of Westminster) and up, down and across the River Thames. I particularly like the view (through the trees) downstream, of the Westminster Bridge and the London Eye. You can sit awhile by the river, on seats that are on raised platforms to allow you to take in the beautiful views as you rest. And for those reasons it’s worth your while straying from the tourist mayhem on the Big Ben side of the Houses of Parliament to get these unique views.
As you wander through the park, look out for a number of memorials celebrating freedom. There’s the wonderfully ornate Buxton Memorial Fountain which marks the abolition of slavery and commemorates the work of MP Thomas Fowell Buxton. The fountain was originally constructed in Parliament Square, but was removed in 1940 and placed in its present position in 1957. It was commissioned by Charles Buxton MP to commemorate the abolition of slavery in 1834, dedicated to his father Thomas Fowell Buxton, and designed by Gothic architect Samuel Sanders Teulon in 1865.
Towards the Victoria Tower you’ll see a cast of the sculpture ‘The Burghers of Calais’, by the French sculptor, Auguste Rodin. It represents the idea of freedom from oppression and tells the story of the siege of Calais in 1347, during the Hundred Years War. It was purchased by the British government in 1911 and positioned in the gardens in 1915.
Just by the entrance to the garden by the Victoria Tower you will see a statue of the suffragette Emmeline Pankhurst. It’s by Arthur George Walker, and was unveiled in 1930. It’s entitled the ‘Emmeline and Christabel Pankhurst Memorial’. This of course is the memorial to Emmeline Pankhurst, the leader of the suffragettes who campaigned for women's right to vote. Christabel was Emmeline’s daughter, and the bronze reliefs commentating her life were added in 1958.
For the children the Horseferry Playground towards the Lambeth Bridge end of the park is a pleasant spot; it includes a sandpit, dance chimes and a water play feature.
The park has not been without some controversy. It has been selected as the site for a Holocaust Memorial, with some local opposition to that proposal.
It won’t take you long to visit the park, but do so as it will give you perspectives of the Houses of Parliament and the River Thames which are different to what the tourist hordes usually see.
